[IaWA] Mostly hypothetical question

We're gearing up to get back to our game of In a Wicked Age, which I'm really looking forward to continuing. I did find myself with a slightly bizarre question, though. What if the time comes to do the next Chapter and no one is on the Owe list? No, this hasn't happened to me; I'm just curious what the answer is.

Part of me wants to say that this is the perfect cue to end the campaign. After all, all the protagonists have spun out their stories. But, hey, maybe I'm wrong.

Interesting question, it almost happens to us at the end of our first chapter. However, we ended up with two names on the Owe List right before the end. Unfortunately, one of them died and the player wants her to stay that way.
