I need a couple of examples that illustrate the practical difference between Action and Maneuvering.
Or, a foolproof formula for deciding which of the two should apply.
If the NPC's doing what you envision her doing best, use the higher.
Otherwise, if she's attacking someone, use action. If she's setting up for a future attack, use maneuvering. If she's doing both, use action.

The second part sounds clear.
For the first part, however, do you mean that, for example, when a priestess is doing priestly stuff, I should use higher, or if a warrior is doing non-combat stuff I should use lower? I'm not sure if I understand this envisioning thing well.
Go with the second part exclusively, then. I should have led with it anyway!

For the first part, all I meant was, don't paralyze your NPCs where they should be strong by second-guessing whether they're acting or maneuvering. When you can't tell which you should use, it's better to roll the higher dice as a rule than to agonize.
If it's obvious which they're doing, go with the obvious, always.
