Way late to the party, hopefully this reply is still useful. Re: Page 17 - System.

I'm not sure you need to despair. eXpendable works slightly differently in this regard than Sorcerer (I think), but I mention almost right away in the system chapter that "If someone isn't going to get hurt or nothing is going to explode, then no rolls are made. Just compare the character's Attribute + other dice against a target number." So "Do I hack the door?" isn't a roll. It's a Tech vs. whatever the GM thinks is the likely probability of that is. (I spend about a page outlining this point with a few examples and explanations. I think you have the latest version of the ms.--check on page 16.)

And, really, I think that's the best way to handle it:

Player: "Do I roll for this?"
GM: "Is someone stopping you from doing that?"
Player: "...No?"
GM: "Then don't bother."
{ Then the GM implicitly says "yes" (you jump the fence) or interrupts and says "no" (you don't jump the elephant). }

I know that's a little crude, and conflicts of interest can be more nuanced, but as a baseline to go "Oh, so...conflict of interest. OH." I think it works
